With speeding up of urbanization and reform of urban social structure,government's function of municipal administration and management is on downward move.Community,as the basic unit of municipal management,shall take more public service,complexity of community work will also increase obviously.Therefore,it's become a priority to build a strong team which has professional competence and high service level,so as to cope with growing task in community.Training is one of significant channels for community staff to acquire professional knowledge and work skills,and it's also a key step to improve public service capability.However,current regulation and mechanism regarding community staff's training are not complete or sound,training effect is not ideal,and staff are not well promoted after training with aspects to professional competence and service level.Further step is required to analyze internal factor and functional mechanism among factors which affect community staff's training effect.Seek strategy and approach that can overcome training defect based on assessment.The paper,which takes community staffs training effect in Baoji as an analysis target and by virtue of firsthand data from community staff's participation in training and effect thereof,establishes evaluation index system for community staff's training effect in Baoji from four aspects including training content designing,training knowledge mastering,personal growth and job performance.Through collecting evaluation data,empower the established index by entropy method,and identify critical factor regarding constitution of community staff's training effect.Based on this,carry on fuzzy comprehensive evaluation on community staff's training effect in Baoji,calculate evaluation scores,and explore deficiency and problem found in training effect.Research suggests that major weakness and deficiency for community staff's training effect in Baoji including individual behavior not improved obviously,job performance not have good promotion effect,and knowledge not intake adequately.While major factors that arose aforesaid issues are unreasonable training design,failed supervision in training process and absence of tracking after training.For effect evaluation and problem exposed,the paper puts forward some countermeasures to promote community staffs training effect in Baoji,and raise safeguard measures that are able to improve training effect from aspects including culture cultivation of learning organization,optimization of incentive evaluation system,and increase of capital investment.The paper helps improve community staff's training system and relevant management regulation and mechanism in Baoji.Meanwhile,it also gives reference to training management for community of other cities.
