| Now, the world is the times in which globalization melt with localization parallel development, and globalism and localism mutual prominent emergence. The paradox between global unifinication and localization in the scope of a country are the specific contradiction of localization and the unifinication requirement of national market. Under the coexistence background of market unifinication and regional protectionism, problems about governance in region emerge as the times require. On the one hand, unifinication requires local governments to cooperate with each other in various and multiple-level place, for reply increasing fierce international competition and the pressure of globalization; On the other hand, regional protectionism bulge out the local governments in different area to separate market subjectively for maintaining the benefit of local region, and the tendency of the opposition and competition between each other strengthens.The related problem about the governance of regional common-pool goods is the important part of regional governance.
