Government performance assessment is to evaluate the performance of the Government's work, as an important management tool, it is commonly used in the practice of public management . In our country , government performance assessment plays a real role after years of practice, in varying degrees, it can improve public services,standardize administrative actions and enhance the management efficiency of the government,but the time of our government performance assessment theory and practice of exploration is not a long, theoretical research focused on assessing the value of index system, the main composition, methods, techniques,etc. In practice,it formed the target responsibility system of assessment, citizen-oriented people comments, comprehensive performance assessment and third-section assessment form, but its impact is relatively limited, the key reason is the credibility problem has not been effectively resolved. In the process of service-oriented government construction in China, the issue of public trust in government has become increasingly public concern, which is the development of democracy and enhance the quality of public awareness on political participation, but that communication between the public and the government interactivity is not enough, thus affecting the trust. The use of performance assessment reflects the government's emphasis on social management skills and methods, from a technical point of view to improve government efficiency and effectiveness of the ideas, but to give full play to the management of the value of the government performance assessment must explore in depth of the credibility of the government performance assessment issues.The basis of the credibility relates to government performance assessment subject, system, process, etc., First for the practice of our government the main body of a single case, this paper from the authority, political rationality, different point of view of cost assessment of the Government analyze the credibility of their own, pointing out their strengths and weaknesses, for building a credible assessment of the main structure to find ways. Then to explore building on the current theoretical circles assessment system and the government has practiced the assessment index system from the static and dynamic two major aspects of the process, to analyze the government performance assessment credibility according to established procedures basis. Finally, based on analysis of existing results from the main structure of the assessment of diversity, adaptability assessment system and process reengineering aspects of compound proposed to enhance the credibility of the government performance choice, intended to address how to evaluate government performance can be trusted by the public.Building service-oriented government needs scientific, rational, and standardized performance assessment system, to strengthen the government's public services examination and assessment, the establishment of reasonable structure, strong adaptability and high credibility and implementation mechanisms is good to increase public trust in government, strengthen the cohesion of society.
