Based on the performance assessment theory of enterprise and government home and abroad and the analysis of cadre performance assessment system of districts and counties of Chongqing, this dissertation points out that the major strong points of the current performance assessment system as well as its problems such as: improper target setting, each assessment in its own way, lack of organic relation, simplified assessment subjects and assessment means, lack of transparence on the results, unmatched assessment evaluation, outstanding skipping one's authority limitation etc. Consulting the cadre assessment system of large-scaled and medium-scaled enterprises of China, CPC and government, and combining the experience of performance assessment of some government and enterprises home and abroad, the author, using observation, investigation, literature review, experience summarization, action research and so on, puts forward suggestions for the reconstruction of cadre performance assessment system of districts and counties of Chongqing so as to quantify assessment system and rationalize assessment criteria. Breaking away from the behavior research of individual government cadres, this paper puts cadre assessment in the corresponding leading group, not only focusing on the research of individual leaders but also paying attention to the comprehensive assessment of the whole leading group. The major renovation of the dissertation is assessment target reprogramming in the government cadre performance assessment system of districts and counties of Chongqing; the results is that assessment target and process are more rational and fair which can authentically reflect performance level of leaders and leading group of districts and counties of Chongqing. This paper also provides a reasonable proportion of the evaluation subjects for the cadre performance assessment system of districts and counties of Chongqing so as to bring a more sound and reliable evaluation results. This paper takes advantage of the quantitative and qualitative research methods, which reinforces the current performance assessment system. Besides this paper brings forward the principle of the construction of the cadre performance assessment system of districts and counties of Chongqing and makes suggestions to make the assessment system standardization, rationalization and legalization. This paper ends with several conclusions of the research and the expectation of further research, which may help to perfect the cadre performance assessment system of districts and counties of Chongqing.
