Scientific performance assessment system can effectively activate staff's working enthusiasm and improve the overall organizational ability.Government management plays an important role in the social stability and pushing forward the social progress,so it is realistically important to assess its performance.To perfect government officers' performance assessment,activate their internal enthusiasm and improve their administration and service for the society,based on relevant theories of public human resources management and performance management,and by talking,investigating and consulting relevant materials,this paper,with unity analysis,establishes a practical government officers' performance assessment system according to the needs of government officers' performance management through making explicit norms,powers and responsibilities and perfecting norms system after specific analysis of the assessment dimensions.From the example of the performance assessment of those carders from Vice-office level down in the B Government Department and with comparative analysis,deduction and conduction,this paper analyzes the present performance assessment in government department and points out that such assessment system has many problems,including empty norms and substance,incomprehensive main body,imperfect assessment system,too simple assessing methods,little independence and objectivity,and insufficient response and appliance of the results of assessment,and so on.In the end,it puts forward some suggestions to perfect the performance assessment system,including the improvement of the division of duties,intensifying routine assessment and the improvement of the appliance of the results of assessment from the aspects of improving the feasibility,objectivity of the assessment and maximizing the activation function of assessment,and so on.
