A Study Of Multi-subject In Chinese Government Performance Assessment

Government Performance Assessment is the evaluation and division to the performance of the input, output, midterm outcome and final outcome which is reflected in the government managerial process. It is an organized social activity to assess government conduct as well as an important administrative method of public administration; a market responsibility mechanism, and also an effective tool to enhance governmental legalization. Simply stated, the subject of Government Performance Assessment refers to the one that assess the performance. Since 1990s, pushed by the New Public Administration Movement, multi-subject has become the trend of modern Government Performance Assessment, with a relative mature performance assessment system (including legislative, public and independent institution reinforcing each other) already built in some Western countries.Government internal assessment subject is still in the dominant position in Chinese assessement subject system. Although there have been much development in the multi-subject system, but it is still underway both in theory and practice. The study on this issue is of great significance to the development of government performance assessment, for it can not only stimulate the integrated advancement of government performance, but more important it will accelerate the progress of our democratization and enhance the legalization of the government as well. Based on relative theories on the problem of conceiving the subject of government performance assessment, as well as the experience of developed countries, this paper is trying to make an analysis on the subject system of our government performance assessment, and to give out some rational suggestions of the development of multi-subject assessment.The paper consists of five sections: First, a brief introduction to the aim and significance of the research, along with relative theories and methods, and besides, the status quo of domestic research. Second, the definition of Government Performance Assessment and multi-subject of assessment, along with the reason and effect of multi-subject assessment. Third, a description of the subject system of domestic Government Performance Assessment, with its problem and reason. Fourth, the standard of selecting the subject of Government Performance Assessment, and specialized study on several important subject of domestic Government Performance Assessment system. Fifth, a conclusion to summarize the main points of the paper.
