According to the current circumstance, they gradually become the focus of the society and this phenomenon reflects that the colleges and universities play a dominant role in promoting the development in economy and science and technology. The infrastructural organization of Communist Party is the foundation of developing all the work of the Party; is the executor and standing point of all Party work; is also the organizer, promoter and practitioner of implementing the Scientific Development Concept. They not only take the responsibility of joining in the folks, serving the people, condensing the will of the people, promoting the development, enhancing the social harmony and the implementation of the Party's line, principles and policies to the basic level, but also the historical responsibilities of cultivating the qualified builders and successors for the Party and the country. They play great important role in realizing the social responsibilities. At present, the international and domestic situations of economy and politics change greatly and some new characteristics appear. All these make a great difference to the infrastructural organization of Communist Party of China in colleges and universities.From the view of international situation, it has new and profound changes. Though preservation of the peace and seeking development are the common pursuit of the people from all countries and also the irresistible trend of history, the whole world is not peaceful. Uncertainties affecting peace and development are on the rise. After the breaking of the old world pattern, the trend of world's multi-polarization is obvious and all kinds of powers are trading off and taking turns. The instability factors are increasing in the international relationship. The disintegration of the Soviet Union and the drastic changes in eastern Europe make the major or veteran parties in power lose their ministerial position and world socialism is immersed in tough. Taking this opportunity, western countries make up their speed of implementing the westernization and disintegration strategy and try to change the ministerial position of our Party. The complex and profound change require the Party to observe world with a wide outlook and improve the ability of coping with international situation and dealing with international affairs. In the fierce international competition, the Party should size up the situation, make the best use of the situation, draw on the advantages and avoid disadvantages and firmly have the initiative counterpoises. Looking from home, with reforming the open unceasingly thorough and the development of socialist market economy, social profit relationship becomes more complex, social contradiction becomes more outstanding and social organization forms, life style and forms of distribution become more diversity. People's ideas and value inclination have had profound changes with them. Facing the new situation and new pressure, we should strengthen self-construction and improve self-governance capability.In addition, economic integration, rapid development of network technique, and promotion of higher educational reform all impact the world and life view of the whole college staff. And they also represent new challenge and request to the construction of the infrastructural organization of Communist Party of China in colleges and universities. The infrastructural organization of Communist Party of China in colleges and universities should give deep understanding of the new situation both at home and abroad, meet requirements of development of times and practice, clarify the new work assignment according to the new characters, consistently insist on the guidance of Deng Xiaoping Theory and the Important Thought of Three Represents, and implement the view of scientific development, the infrastructural organizations of the Communist Party of China in colleges must concentrate on the basic mission and key works to do the construction of infrastructural organizations of the Communist Party of China well.In recent years, with the continuous innovation of the Party's theory and the continuous improvement of organization system and security mechanism, college and university committees of Communist Part of China have clearly pay more attention on the construction of infrastructural organization of Communist Party of China and intensified the efforts. Therefore, the creativity, cohesion, and fighting capacity of infrastructural organization of Communist Party of China in colleges and university have been strengthened as well as they have accumulated rice experiences and achieved relatively remarkable success. However, facing the new trend and new request, various problems and deficiencies still exist in the construction of infrastructural organization of Communist Party of China. The main manifestations are that some colleges do not pay enough attention to importance of issues of thought and theory construction of infrastructural organization of Communist Party of China, and they just test on the stage of being more said than done; that the setting of infrastructural organization of Communist Party of China is not scientific and rational and coverage of infrastructural organization of Communist Party of China is not suitable to the new development of colleges and universities; that the system of meeting between the Party and government administration has not been carried out well and the function of the Party's political core and fighting fort has not been fully developed; that the further training, education, development, and management of members of Communist Party of China should be standardized and strengthened; and that some teams of infrastructural organization of Communist Party of China are not satisfying and their qualities should be improved. The existence of all these problems require us to integrate the development and reform reality of current colleges and universities and begin in terms of the construction of organization, construction of thought and theory, construction of system, construction of working style, and mechanism of working operation to search new method and new ways and to create continuously the new situation of the construction of infrastructural organization of Communist Party of China in colleges and provide the organizational security for constructing the harmonious campus.
