A Study On Shandong Urban And Rural Minimum Living Guarantee System

Minimum living guarantee system as the last"safety net"of social security system, its purpose is to guarantee the basic living of people. It is the basis for the development of people's livelihood, it is also an important entry point of the equalization of basic public services. By the impact of urban-rural dual economic and social structure, household register system and other factors, the minimum living guarantee system consists of two parts: urban system and rural system in China. With the issued of minimum living standard system in rural, Minimum living guarantee system has basically covered the entire country, and the last safety net of social security system has taken shape, which for the establishment of the social security system covering urban and rural basis.This paper introduces the theory of social assistance abroad and domestic, after clarifying a definition of minimum living guarantee system and its basic theories, it reviews the historical evolution of urban and rural minimum living guarantee system and development status in Shandong Province. From the situation we analyses achieved outstanding achievements during the construction process of subsistence allowances; By comparing the implementation between urban system and rural system in Shandong Province, gets clear understandings of the gap , problems and in-depth analysis of the reasons. Finally, it comes to the issues ,we should consider the background characteristics of the current economic and social development ,which proceed to the scientific development concept as a guide to building a socialist harmonious society and the equalization of basic public services, basic requirements as the basis for the existing system of urban and rural minimum living guarantee system of strategic development in accordance with the idea of urban and rural areas, point out the solution advices to the before-mentioned problems in these aspects : security standards, security objects, security funds, management system, policies and regulations.
