Research On The Effectiveness Of The Urban And Rural Minimum Living Security System

The minimum living guarantee system is a relief system that the state guarantees the basic living standards of all the residents,which embodies the essence of socialism,it is an important system design to protect people’s basic rights,promote social fairness and justice,maintain social stability and harmony.In China’s social assistance system,the minimum living security system covers the largest number of people,the largest scope of protection,only to coordinate relief resources,strengthen the ability to backstop,improve service levels,in order to constantly enhance the sense of security,happiness and gain of the people in difficulty.This article selects Lucheng District,Changzhi City,Shanxi Province,as the research object of the paper,while referring to targeted poverty alleviation theory,poverty theory,social assistance theory,and public service equalization theory,combined with the actual situation of the operation of urban and rural subsistence allowances in Lucheng District,using data comparison methods and literature research methods,analyzes the problems faced in the operation of the urban and rural minimum living security system in Lucheng District.Since the reform of Changzhi Lucheng,Shanxi’s subsistence allowance system in 2013,the work of subsistence allowance has been gradually regularised through various processes,including application,approval and review.On June 19,2018,the State Council approved the abolition of Lucheng and the establishment of Lucheng District in Changzhi,in accordance with the relevant requirements of urban and rural planning.Lucheng District takes the national,provincial,and municipal laws,regulations,and related documents as the criteria,conscientiously implements the relevant policies on minimum living allowances,provides necessary minimum living allowance services for families living on minimum living allowances,and protects the legitimate rights and interests of the people living on minimum living allowances.However,the minimum living standard documents and policies cover a portion of the population with relatively similar conditions and below the basic living standard.During the actual household survey,it was found that the actual situation of each family is different,and some of the reference standards in the system cannot be found.At the same time,there are also problems such as the low level of minimum living standards in Lucheng,low satisfaction with the minimum living standard declaration process,and objective difficulties in the specific work of minimum living standards.These problems not only make the masses have doubts about the work of subsistence allowances in Lucheng District,but also hinder the economic construction and urban development of Lucheng District to a certain extent,affecting the development deployment of "four districts in one" in Changzhi City.Using the method of case study expansion,this paper analyzes the problems existing in the operation of the urban and rural minimum living security system in the sample unit Lucheng District,and extends it to the work of various cities,counties,and districts.It proposes the factors that affect the effective operation of the urban and rural minimum living security system.The formulation and implementation of the minimum living standard,the soundness of the regulatory system,the investment of financial funds,and the basic quality and ability level of staff directly affect the role of the minimum living standard system in social activities.The operation of the minimum living standard system will affect the image of the government in the hearts of the people.In order to achieve the equalization of basic public services and better serve vulnerable groups such as low-income households,this article proposes measures to promote the effective operation of the urban and rural minimum living security system : accelerate the integration of urban and rural minimum living security;Implement dynamic management;Supporting relevant relief systems;Improving the regulatory mechanism;Improve the ability and level of staff;In particular,the "special affairs and special handling" approach should be adopted: "one matter,one discussion" for the declaration of low-income families,the initiative to provide door-to-door assistance to marginalized low-income families with sudden changes,and relying on poverty alleviation teams to provide relevant assistance to low-income families.The effective application of these measures will promote the effective operation of the urban and rural minimum living security system in various cities,provide more effective services for vulnerable groups such as low-income households,and promote the orderly progress of urban and rural minimum living security work.
