The theory of taking education as foundation, taking system as guarantee, taking supervision as key point, taking punishment as measures should be insist on. Using comprehensive treatment, our government could construct a punishment and prevention system which adapt to economic and social development, accord with local practice in rural primary organization, further promot local economic development and social stability, provide strongly guarantee for constructing new socialist countryside.
