Currently, China is coming into the fast urbanization stage. Urbanization strategy has become the key measure of improving competition ability and promoting modernization. With economic increasing and city-country building, fast urbanization areas are faced with many contradictions, such as lack of resources, environment pollution, and unordered space. Many problems also have appeared in transportation. Therefore, it is very necessary to study transportation stratagem in fast urbanization areas. Urbanization influences the society and economy deeply. After analysing rules of urbanization and characteristics of society, economy and traffic demand in fast urbanization areas, the paper applies TOWS method to constitute transportation stratagem.There is an interaction between transportation and society economy. In fast urbanization areas, transportation must surpass economy within measures, and lead urban space to sprawl in order. Another phenomenon appears in these areas is Traffic Economy Belt. The paper analyses the mechanism of TEB, and gives a conclusion on different traffic demand in different TEB.Highway has become more important in integrative transportation. However, unclear function weakened the whole benefit of road network. After analyzing the different traffic demand in cities, the paper gives a hierarchy of road network on function. To improve transport benefit, passenger flow must be separated from goods flow. The paper takes South Jiangsu as example; analyses characterises of urbanization, put forward a transportation stratagem combining with development environment.
