The Research On Forest Police System

Forest Police is one of the armed forces with public security administration and criminal law enforcement functions, which is established specifically in forestry aspect. It is used to be entitled Specialized Public Security Organ in the public security sector and the study of police and public security courses. Same as other public security organs like Railway Police, Traffic Police and Civil Aviation Police, it was set up and developed on a certain historical basis. But, as the innovation of state administration management system is being carried on through out the evolution of Marketing Oriented Economic System, the flaws and malpractices of current forest police system has been exposed. The reasons for these flaws and malpractices are hidden behind the current system itself.This research introduces the background of the establishment and the development of forest police and the international forest police situations, and discusses the objectives and concepts of the current forest police system reform and improvement. It consists of the following chapters:The first chapter is introduction , including the purpose, significance and concepts of this paper.The Chapter Ⅰ —The Evolution of Forest Police, which introduces the history from embryonic form of ancient forest police to the form-up of modern forest police before the establishment of People's Republic of China.Chapter Ⅱ is the Profiles of Forest Police. It discusses the tasks, functions, institutional arrangements, jurisdiction and management organizations.Chapter Ⅲ is the Flaws of Current Forest Police system , this chapter analyzes the current forest police system.Chapter Ⅳ is the International Forest Police Situations. It introduces the situations of forest police in Taiwan and Italy, and the enlightenments from them.Chapter Ⅴ is the Necessities and Significances of Building Forest Police, in which introduces the importance of economic and ecological values of forests in brief. It is also introduces the characteristics of forest resources in China. Through analyzes situations of crimes and violations against the lows that destroy the forest and wildlife resources, it concludes that all these call for an effective building of forest police.Chapter Ⅵ is the Concepts of Forest Police Reform. In accordance with the policy of building an unified People's Police Force, and the principle of police power deployment, the current dual administrated system of forest police needs to be reformed, i.e., the forest police needs to be separated from the forestry administration and forestry industry management. The institutional arrangement, personnel and funding measurements and ideas are discussed in this chapter.
