In the light of the aim of "full ensure, separation between jail and enterprise, division of receipts and expenditures, norm operation",this article divides the jail from enterprise on five aspects: function, institution, staff, assets, and financial affairs. Meanwhile, it also divides the function of founding a society, improves the competed set policy. Ensure that the fund is ready, ascertain the production policy, and solve the problem of workers' administration system, production debt, founding a society, production position and so on. Normalize the produce-invest system, carry out the revenue -support policy, set up a new system of jail economic administration through a series of measurements.Furthermore, on the basis of those steps, it should set up modern enterprise institution, optimize industrial structure, enlarge the strength of scientific research and exploit ion , reinforce sale management ,stress internal administration, set up a flexible institution of personnel management and urge-restrain system .This article also holds that we should normalize jail enterprise administration continuously; enhance enterprise vigor and competition capacity through those measurements.
