Humanistic Reform Of Chinese Jail Systems

Through reviewing the historical systems of China and introducing the contemporary foreign systems, the general laws and the new trends of jail system are discussed in this article, and the inevitability is pointed out by the author on the basis of commenting Chinese actual jail systems. The author thinks that erecting a series of human system is the core aim of China's reform on jail systems, and its functions are protecting the human rights of criminals and improving the remedy efficiency.For erecting a series of human systems, the concepts, included the humanism and more attention to criminals after the sentence, are required, at the same time, the compatibility between the exotic systems and the native social ought to be adjusted. Furthermore the limitations of Chinese jail systems and the improved assumptions are pointed out in the article. For one thing, actual jail systems, included hardware requirements of jails, standards of living and sanitation, regulations of rewards and punishment, using of shackles and weapons and so on, should be improved; for another thing, the new systems, such as classifying criminals, individual remedy, progressive treatment, community correction and opened treatment, should be erected. Conform the improved actual jail systems to the new systems, the frame of Chinese human systems of jail will be erected primarily.
