With Chinese economy developing rapidly, new more requirement of basic education are brought up in society; hereinto the crucial content is to cultivate more and more new type students who have innovative spirits and practical capability. Therefore we are based upon increasingly developing Decision Support System as technology foundation. Regarding as present high school practical education and cultivation to innovative talents and considering society's requirement to choose innovative talents we exploit this Evaluation System of Innovative Talents at the higher schools. We expect it can provide some assistant decision-making for high schools' decision-maker to find out more talent students.In this system, we are based on Object-Oriented methods, and encapsulate business models to classes, so assure this system's security, and Adopting Client/Server pattern, using powerful and easily-learned development tool-Delphi 7, and SQL Server 2000 on database, we establishes a new evaluation index system focusing on innovative qualities, which is different from traditional comprehensive evaluation on school's talents. And the evaluation measures mainly adopt qualitative-quantitative multiple targets methods. First we classify the single target according to its property, and process evaluation, then adopt weighted sum method and TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) method to process multiple targets evaluation, which are combined to better fulfill comprehensive evaluation on innovative talents of the high schools.This article is divided into five sectors. The first is the studying content, background and signification of this research; the second isabout Decision Support System technology, including basic patterns and structure; also discusses the correlative technology about Decision Support System: Data Warehouse and OLAP (Online Analysis Process) etc; the third segment talks about the system's demand analysis. Through detail analysis, we have extracted business model and built some important Use Cases, which limit the system's boundary; the forthis the emphasis of this article, refers to the system's detailed design and have drawn out the total structure charts of system, in this sector we especially talks about the design of model-base and database; the next one discusses the complete implement of the total system; at last the prospect of the research is mentioned.
