This paper draws the experiences of United States, South Korea in the cultural and creative industrial park financing, Suggesting Zhengzhou culture and creative industry park accord with the principle of "government guidance, the market main body, the enterprises participation" Firstly, industry self-construction and secondly, Park accurate positioning, scale development, and increase the project package.
