| The egalitarian system of provision of goods is the direct supply of daily necessities of income distribution system which was implemented in the history of the Chinese revolution and of the Chinese Communist Party. It has made a significant contribution to the victory of chinese revolution and stability in the early period after the founding of People's Republic of China. For the egalitarian system of provision of goods, there are many questions need to be studied.This article takes Party and Government Officials in Shanghai around 1949 for instance and tries describing the egalitarian system of provision of goods of Shanghai of the early period of foundation of the PRC from four aspects. The whole course of carrying out the egalitarian system of provision of goods, the implementation conditions,the structure and the condition of life of the Party and Government Officials of the egalitarian system of provision of goods,the advantages and disadvantages of it.Look from the whole course of carrying out the egalitarian system of provision of goods, the origin,development, institutionalization,improvement, adjustment and end,each historical stage has its special characteristics. The Chinese Communist Party's attitude to it changed through time and the changes of investment environment. The changes of attitude is for the battalions of the egalitarian system of provision of goods.Look from the implementation Conditions,the types,standard and method of the egalitarian system of provision of goods readjusted constantly in the early period after the founding of People's Republic of China.These adjustments brought it in line with wage hierarchy at last.After the Chinese government abolished official production, The system is funded by an subvention from the government at different levels.This system was marked by complicated procedures and extremely low efficiency.most affairs concerned many department.Look from the structure and the condition of life of the Party and Government Officials of the egalitarian system of provision of goods,the group was composed mainly of underground workers before liberation, the wokers who were dispatched fromeold liberate areahere since liberation, demobilized armymen.For personnel who had been retained since liberation and most new staff members,implemented wage hierarchy. With the adjustment constantly of the system," wage hierarchy in lower rank, he egalitarian system of provision of goods in higher rank"occurred and had grown all the more obvious in Party and Government offices. The standard of living between officials of different rank had widened constantly. As compared with the group of wage hierarchy,the living level of the group of the egalitarian system of provision of goods was higher in the price fluctuated dramatically. After prices had begun to level off,the condition was just contrary.After the Party and Government implemented overall rationing system,the condition changed again.Look from the advantages and disadvantages, much as the system has many advantages, there are still some weak points in it. The basic needs of life of its members and their family had been effectively guaranteed, reduced the threat presented by conditions, and guarded against an excessive disparity in income,there were its chief benefit. Led to enormous waste of resources and corruption, decreased level of efficiency,led some peole depended on subsidy,there were its main shortcomings.Based on the above analysis, the paper finally concludes that people's choice of income distribution system not determined by desire. We should start from reality, deal correctly with the relation between equity and efficiency. In the context of level of productivity was not high, we should not place too much emphasis on equity. Athough the egalitarian system of provision of goods had many advantages,but it overlooked the efficieny.Finally, on the one hand it impeded the development of production,on the other it didn't bring about a truly fair life. |
