The urban commune was considered the politics and commune integrated organization which based at the urban grass-roots level. It is not only the means of reforming the old cities and building up new socialist ones, but also the best form of organization from socialism to communism. However, with the development of practice, the urban commune was bankrupt in China.Affected by the People's Commune Movement in rural areas, Shijiazhuang People's Commune Movement was founded in November 1958. This took Shijiazhuang to the forefront of the rural People's Commune Movement in China. Since then, the movement in Shijiazhuang went into a slow developing phase.In the summer of 1960, the whole country set off a climax of the rural People's Commune Movements, which succeed in such a few months. Afterwards, the civil commune went though a complicated course: consolidated, stabilized, and die out. The rise and decline of the movement merit our consideration.The People's Commune Movement was a Great Leap Forward in the field of production relations. It was impractical and divorced from reality, which also had an evil influence to the social, economic, and political areas in Shijiazhuang. The commune system at that time Seriously hindered the development of productive forces.The rural People's Commune Movement was not only the product of the Left-Leaning guiding ideology, but also the logical result of the Great Leap Forward Movement. The serious results and the profound lessons led us to rethink this historic event, in order to establish and improve the socialist market economy, and carry out socialist construction.
