With regard to the modernization drive of the land administration in modern China, researches in the past always focused on a certain time phase or a particular type of work. Few researches dealt with the land administration as a whole. Therefore, it is unable for them to elaborate either the transformation procedure of land administration or the interactive relations between different works concerned.Through the two comparative views of country and society, as well as the central government and local governments, this paper gives a full statement of the modernization drive of the land administration in modern China, especially the time during the Nanjing Nationalist Government period, Proceeding from the aspects of intention, content, significance and connotation, the land administration's qualities during different times and the interaction between different jobs are well defined. The modernization drive of land administration was chronic and it progressed in an alternate manner. Through detailed analyses, there comes the conclusion that the modernization drive of the land administration in modern China was the result of a joining force derived from tradition, modernization and external factors.In addition, the difference between modern land administration and traditional land economics lies in the innovation of techniques, management, and regulations; representing the transition from financial administration to civil administration. Essentially, it reflects the transition and extension of governmental functions, which is also an important component of the structuring of a country.
