| Dongping Lake is the second fresh water lake with a long history and rich culture. After the establishment of the country, in view of its unclosed and uncontrollable natural state, people took moderate actions in a sense to control and use it. During the "Great Leap Forward" period, the thought that "man will triumph over nature" was very active. Being lack of comprehensive and systematic science proof, ignoring the natural conditions as an objective factor and the application of engineering skills, people leaped to a comprehensive control and exploration resulting in the differences in both treating aims and methods. So the application forms of the reservoir had to change. In addition, the migration resettlement which was also influenced by the "Great Leap Forward" policy, pursued a high speed, causing some innate defects in migration settlement and a large scale of migrants' moving back from which great adverse effects were brought about. Though our country had started to deal with the migration problem from 1986, and had invested a large sum of money on it, it still has a profound and long-lasting influence on our social development. The project of the Eastern Route of the South-North Water Transfers which is going to be constructed soon will bring new influences.With investigated information as its basis, theories its method, comprehensive analysis and comparative study its way, this article tried to start from the aspect of the human-nature relationships, applying the theories that one should be divided into two and that we should seek truth from facts, to point out deeply the problems found during the process of the reservoir's construction and emigration resettlement under the influence of the political climate of the "Great Leap Forward" and the problems' influences on natural and social development in the reservoir region.Through the case study of the Dongpiong Lake region ,we reconsidered the problems of natural development and human-nature relationships, which was of great reference value for us to keep putting people first and establish the notion of comprehensive ,balanced and sustainable development; do well in the urban-rural construction and in the long-term planning of the land reclamation ,the construction and monitoring of the Eastern Route of South-North Water Transfers, the formulation of the policy in migration resettlement and the migration resettlement of the reservoir being constructed at present.This article is divided into 9 chapters. Chapter 1 discusses the historical evolution, regional environment and natural disaster etc. Chapter 2 discusses the control planning and the application forms of the Lake region after the establishment of our country which mainly includes causes and process of the construction, problems showed in the trial of water storage, reservoir reconstruction, and facilities related to the project. Chapter 3 discusses the presently existing problems in controlling and applying of the Dongping Lake Reservoir. Chapter 4 discusses the influences brought about by the construction and exploration of the Dongping Lake Reservoir from two aspects: natural environment and regional development. Chapter 5 discusses the effects brought about by the tackling of the problems left over by migration in Dongping Lake reservoir area from three aspects: state's policies for reservoir migration; measures taken to deal with the problems left over by migration and its achievements; analysis of benefits gained from the money used for problems left over by migration. Chapter 6:By analysing the situation of migration population and regional distribution, the migrants' social economics and resources' condition, the reservoir's social economic conditions, we studied the current social economic development situation around the reservoir region and analyses the characteristics of the social economic development around the reservoir area. Chapter 7 analyses the three main factors that influences Dongping Lake region's sustainable development: the vicious development of the population; the low-level resources exploration; water disaster and water pollution. Chapter 8 discusses the new influences on natural and social development of the Dongping Lake region brought by the Eastern Route of the South-North Water Transfer-project that is going to be constructed soon. Chapter 9 is about the thinking of human-nature relationships in natural exploration. It is thought that only if we follow the requirements of sustainable development and come to realize and master the natural laws, can we explore and use water resources efficiently and can we live peacefully with nature. It is objectively required that we should put people first and establish the idea of a comprehensive, balanced and sustainable development for economic and social developments. |
