In the past 20 years, with the improvement of the degree of marketization in China's cultural industry, as well as knowledge, technology, and information are progressing quickly. The proportion of the culture industry is substantial increase in GDP. As an important part of the national economy, the culture industry has attracted many people's attention. At present, it have brought attention of many people that whether domestic or foreign scholar. Therefore, the construction of the competitiveness evaluation index system as the basic studies on cultural competitiveness has become more and more important. In the article, constructing the competitiveness evaluation index system of culture industry which is based on the research of the evaluation indexes of the culture industry provides evidence for the calculation and assessment.In this article, the construction of different the culture industry competitiveness evaluation index, which is based upon the type of resources, capability and technical-type three different types of cultural industries, start with the purpose, principle and the weight's calculation. Resources of culture industry competitiveness include elements of cultural resources, cultural resources development, capacity factor, market performance, infrastructure, social conditions, market demand, and the related industries; Structure of the Ability of culture industry competitiveness elements, which is including industry competence, human resources, industry scale, market performance, market demand factors, social conditions, and the related industries; the main factors of the technology of cultural industries competitiveness are the technical, human resources, production, and industry chain.With ordering the competitiveness of tourism industry in 14 cities in Hunan Province by use of the first index system, we come to the conclusion that Changsha, Zhangjiajie, Yueyang City are the most competitive in tourism industry. Then l puts forward some basic ideas that include analysis of the present situation and deficiency in tourism competitiveness of the cities, and some concrete countermeasures to cultivation the tourism competitiveness: deepening propaganda and extension work of the tourism competitiveness, brand creation of tourism; improving ability of resource integration; enlarging scale of the tourism industry; improve infrastructure, increasing the enter degree of tourist areas (points).
