Xu jue followed other diplomats go to western countries three times. In 1902, he was appointed be the Italy envoy by the Government. He went abroad four times as an envoy during decade years. Whether in foreign policy or domestic affairs, Xu Jue have made a number of original insights.Xu jue concerns about the diplomatic personnel and china's diplomacy. He got a clear understanding of the domestic and international situation .On the diplomatic front, he maintained that the United States and Russia to resist the British and Japan, constraints each other in use of all the conflicts of interest between those countries. During the Sino-Japanese war, he criticized Li Hong Zhang's policy. During the Russo-Japanese war, he advocated Qing government "recognition of sovereignty" so that can get the northeast back. Xu jue expressed dissatisfaction with many external representations with the United States on the persecution of Chinese laborers and calling for the abolition of restrictions on the exploitation of Chinese laborers. He believed that the United States' persecution of Chinese laborers by some Chinese laborers own causes, such as bad habits, advocated a "once" approach to the laborers of autonomy. After an investigation, Xu jue believed that the registered cases of the laborers did not mistreat. He therefore agreed with the United States on Chinese laborers for registration, but also in China, the United States' personnel should be resisted. Xu jue thought China should prohibited the opium. He called for the government prohibited opium and imposes some measures to stop it. Xu jue has been in Shan xi, Jiang su, Guang dong personally to ban opium, objectively promote and facilitate China's ban opium campaign development. He dedicated to the movement of banning opium in his life. His experience of working abroad let him see some new things, and make him think more than others in the domestic. He inspected the Anglo-American political customs and people. He asked others to translate Italy's treasury bonds banking charter, and think it should be advocated in China. Jue Xu modeled on that of Western China trade ports in the pilot "bonds". This will help offset the shortage of state revenues, and be conducive to China's ban opium campaign. In 1905, Qing Government announced the abolition of the imperial examination system, the school set up throughout the country. Xu Jue has a different view on the new school, a certain conservative, reflecting the traditional Chinese Confucian culture. Recalling his career life, his experience of an envoy enriched his thoughts, and also demonstrated the changes of his idea.
