Study On Sino-Japanese Negotiation About Northeastern Miles During The Russo-Japanese War

During the Russo-Japanese War, the Qing government as a special neutral country had to make a series rights and representations with Japan on northeastern coal, iron and other mineral resources. These diplomatic negotiations made a major impact on the development of modern Sino-Japanese relations.In the first part, the article discussed the prospecting and mining of the Northeast mineral resources, which by the people who come from China, Russia and Japan before the Russo-Japanese War. There is a comparative and an analysis on the penetration of political and economic power which comes from Japan and Russia between Sino-Japanese War and Russo-Japanese War. The political forces invasive from Russia is too strong and its occupation on the Northeastern mineral resources is too heavy, so these made an important impact on the attitude of the Qing government and the Sino-Japanese negotiations on mineral exploration rights.In the second part, the article discussed the Qing government and Japan made a series of negotiations on exploitation and mining rights of mineral resources which Japanese seized, plundered and unauthorized exploitation. During the Russo-Japanese war, Japan ignored the neutrality regulations. The Qing government did not permit Japan to mining mineral resources, but Japan refused to surrender them to China. So these actions revealed Japan's ambitions which depend on its strong military force to invade China gradually.In the third part, take the Beijing Conference which happened after the Russo-Japanese War for the starting point. Then by introducing the construction and operation of Mantie Railway Company, take a focus on the Beijing Conference which helped Japan make its occupation on Northeastern minerals rationalized. Based on Mantie Railway Company, Japan took many different ways to exploit northeastern mineral resources. Not only revealed the Qing government tried to maintain the position of China's sovereignty, but also revealed the purpose of Japan to grab China's economic rights and negotiations.At last, make a comparison on the characters of Sino-Japanese relations among three times, before Sino-Japanese War, during the Russo-Japanese War, and after Mukden Incident. It not only directly revealed the Russo-Japanese War was a military and strategic competition between Japan and Russia, but also revealed that the war was an important manifestation of Japan's political and economical aggression. To intensify the understanding on the Sino-Japanese relations of this period which made a special significance on the history of modern Sino-Japanese relations.
