A Study On The System Of Administrative Encouragement In The Ancient Chinese Society

When the modern government' duties begin to change from administrative style into service one, the government will use more and more authoritative administrative methods to realize administrative object. Administrative encouragement is one of the important administrative methods. Although neither the practice nor the theoretical study of administrative encouragement is pleasing, we have particularly good advantage--plenty of local resources of administrative encouragement.In ancient China, encouragement and punishment are considered as two basic ways to administrate the country. Encouragement activity is an important affair in the state' political life. In nearly 2000 years' autocratic control ,a special ideology of administrative encouragement was formed and the perfect administrative encouragement system was built. The officials assessment system is the earliest administrative system to civil officials in the world.The article studies deeply the administrative encouragement system and attaches importance to the contents of the ancient administrative encouragement. The article analyzes the kinds of the ancient administrative encouragement system and the development of the officials assessment system and arranges the basic structure of the administrative encouragement system in ancient China.The article is consisted of the preface, main body and conclusion. Finally, the conclusion mentions clearly that to improve our nation' administrative encouragement system is to attach importance to the study and borrowing of the local resources.
