An Analysis On The Local Antonomy Policy Of Nanjing National Government Between 1927 And 1937

During the process of China's political democratization, local autonomy is a very important thesis, which needs deep research. My paper tries to analyze the local autonomy policy of Nanjing National Government between 1927 and 1937, in order to explore the policy's rationality, value and its effect on the process of China's democratization.Nanjing National Government held the local autonomy activity between 1927 and 1937 all over the country, but it failed in the end. However, my paper concentrates on the local autonomy policy, at the angle of the policy's formulation and design. As an essential factor to constitutionalism democracy, the local autonomy is an important part in the process of China's democratization and its value relies on realizing democracy and freedom of the citizen. Of course, the local autonomy policy as a practical systematic arrangement needs concern about the regions and the cultural tradition of a state and overcome the effect of"the path dependence"in the systematical transformation.The paper bases itself on the aspect of policy and analyzes the local autonomy policy of Nanjing National Government. The publishment of these local autonomy policies and its systematical procedure brought many positive aspects. I hold the opinion that these local autonomy policies are complete by their formulation, amendment and evaluation on them and careful on the arrangement of autonomy. Especially, against that historical background, the publishment of the local autonomy policy of Nanjing National Government established the first place of the local autonomy on the stage of allocution politics and made the detailed rules and regulation, including the definition of the autonomy units, the found of the autonomy agencies, the guarantee of finance, the prevention to the governmental involution in the autonomy and the transition from governmental autonomy to complete local autonomy, which were considering the conditions of China at that time. All of these had a pratical significance.
