The Research On The Policy Of Western Medicine In The Period Of The Nanjing National Government(1927-1937)

Since the 19 th century,with the increase of Sino-Western exchanges,modern western medicine has been introduced to China.With the development of modern Chinese medical undertakings,the attitude of the people towards western medicine had gradually turned from doubt to trust,and the demand for western medicine has been increasing.Stimulated by huge profits and nationalism,China’s western medicine business and western medicine pharmaceutical industry flourished.However,China lacked a drug system,and there were many problems in the operation of western medicine industry,such as false medical advertisements and drug quality problems.All this makes it particularly urgent to manage Western medicine.From 1927 to 1937,due to the needs of national construction,the Nanjing National Government implemented management of the western medicine industry,promulgated a series of regulations,and gradually formed a relatively complete western medicine management policy.Its contents include western medicine development policy,western medicine sales policy and special western medicine management policy.According to these policies,the central and local governments had successivelycarried out management activities on Western medicine,such as formulating and enacting drug standards,developing western medicines,implementing western drug dealer registration and supervision,and strengthening drug management.The Nanjing National Government’s western medicine management policy is relatively systematic,and it has both adaptation to the actual situation of the country as well as reference to foreign experience;it has both national,public and political aspects.It enriched the medical and health policy of the Nanjing National Government,and regulated the business behavior of western drug dealers to a certain extent,and thus formed a western medicine management system,which laid the foundation for the management of western medicine during the Anti-Japanese War.However,due to political instability,lack of funds and other factors,the Nanjing National Government’s western medicine management policy still has shortcomings.
