The movement to suppress counterrevolutionaries is a movement that the party of China devoted themselves to puncturing nationwide reactionaries in order to consolidate political power after the new China .It is also the earliest political movement after the new China .The paper made the movement to suppress counterrevolutionaries (1950-1951) in Shandong as an object of study ,from the view angle of interaction between the party policy and its application in Shandong .The paper described and analysised the evolve and development course of the movement ,as well as the problems in the inner Shandong during the course ,and it also searched the cause and effect.The paper is divided into three parts, besides of foreword and conclusion.The foreword looked back on the study conditions in recent years ,pointed out the sense and shortage of study of the movement before ,advanced the study aim , the unsolved problems and the differences from the former scholars ,and explained the study methods and the originals of the files .Part 1 firstly took up the social public order in Shandong in the early establishment of new China .It proved that the sabotage of outdated power was not serious .so the Shandong authority cared more about how to amplify and strengthen local state organs ,as well as the recovery of economic .But under the background of the center of the party gave out instructions on suppress the reactionaries all over the country constantly ,Shandong extension carried out actions gradually ,mostly was to suppress bandits and register reactionary organizations .because of the concrete situations of Shandong ,even the center of the party gave out double 10 instructions ,Shandong hadn't transferred the heart of work on the movement. ,until the late of 1950.And then ,the paper introduced the start of the movement in Shandong in details ,which proved that the explosion of Korea war urged the leaders of the party change greatly on the attitude of the movement .The formulate and issue of double 10 instructions effected directly to the all-round start of the movement .As the higher level responsible department in Shandong ,the Shandong extension kept abreast of the center of the party gradually ,made series of auxiliary measures to the movement, and started the movement steps by steps in the late 1950,with the urge and push of the center .Under the background ,the event of Huang zuyan killed secretly stimulated the movement strongly in Shandong .The movement was even made from passive and inactive attitude to arrest and overkill deviation soon .Part 2 mainly related the movement in Shandong came to high tide in the April and May in 1951 .The movement center was moved from the rural area to city ,and came to a stage focusing on city .The paper especially told the arrest on April 1st in details including the preparations ,the course and reflect from all over Shandong of the April 1st Arrest ,as well as the social effect of the April 1st Arrest and the elimination of reactionary secret societies .Part 3 mainly explained the concrete measures carried out by Shandong so as torespond the concentration guiding principles of the center after the third national public security conference .including the description and analysis on handling long -pending cases ,and implement the issues of democratic personages and revolt officials families.The conclusion statisticsed the reactionaries arrested ,killed and controlled during the first stage of the movement in Shandong (from the October of 1950 to the late of 1951).By investigating the movement from 1950 to 1951 in Shandong ,the paper took up thought and summation.
