The Sino-Japanese War intrigued by Japanese imperialists in 1937 in which Chinese territory was forcibly occupied, resources robbed and people massacred was in fact an overt violation of the Geneva Agreement. The Japanese invaders conducted germ warfares, leading millions of Chinese population to death.Japanese Germ Factory 1644 was founded by a portion of staff and equipments from Germ Factory 731 directed by Shiro Ishi. It not only undertook germ research but also was a major troop in germ warfares. However, due to its stealthiness and the Japanese government's policy of disguising its crime, Germ Factory 1644 has not been well known by scholars home and broad.This paper examines the founding, structure, operation and tactical operation of Germ Factory 1644 by investigating into documents in The Second Historical Archives of China and Japanese materials translated into Chinese, as well as investigation documents about germ warfares in Ningbo, Changde and Zhejiang-Jiangxi borderlines. This paper will provide an initial discuss on the function, status and influence of Japanese Germ Factory 1644.
