For a long time, the traditional way of English teaching in China is always "teacher centered", especially in the high school. The students, under the pressure of entrance examination, put their hopes on the teachers. To expect too much of the students, the teachers make the English class so hard and rigid that the produced results are poor. This kind of teaching mode influences the students in their college study and makes the students feel that the English study is hard. Many students who have studied English for more than ten years still feel that they have not acquired the ability to use the language successfully.The computer is seen as a sophisticated teaching machine to enlighten the educational mode and the Internet is a help to develop the programmed instruction. The great value of Information Technology is that it offers large scale of individual instruction effectively. The presentation of the materials and data adapted to the needs of the individuals can be realized with the function of the computer, and this has great potential for dynamic English communication both inside and outside the classroom.Now the active and purposeful interaction between students and program makes it much more meaningful. The fact that computer can store important and large quantities of information and make it instantly available increases the value of the Internet Technology.According to the construction theory that regards students as the center, the student should be the major part participating in the classroom activity. Therefore, the theory of construction regards student as the central factor. This will challenge the teacher to adopt a new educational thought in teaching process and teaching mode.
