It can be say that the developmental level of a country depends on the urbanizing level,and the urbanizing level depends on the urban population and the urban buildings. Whetherthe city can develop orderly or not, the constructions of the public facilities are very important.As the important public facility, the aqueducts bring the pure water in and the sewers take thedirty water away. Their constructions mean important to the public health of the city. They arethe basis of the men's exist and life, and they also are the important factors of the city's existand development.The first part analyses the reasons of the constructions of the aqueducts and the sewers.There are many aspects including the societal, the politic, the economic, the religious and thesymbolic reasons. We know that the constructions of the aqueducts and the sewers are notonly the simple projects, but also the needs of the whole society.The second part analyses the construction and the administration of the aqueducts. Thescales and the processes of its construction show the course of Roman development andgrowth. Its administration is painstaking, and it shows that the government makes great effortsto keep the people healthy. The variation of administrative system shows that the governmentchanged the policy from the republic to the empire.The third part analyses the construction and the administration of the sewers. It isimportant for the business, the development of the centre of the city, and the public health. Itsadministration shows the several departments of government cooperate in the same work, andthe administrative system of the government is perfect.The fourth part probes into the significance that to public health. The City wereproviding clean water through the aqueducts and disposing the waste materials through thesewers. They contributed to altering the environment, and gived impetus to the developmentof another public facilities, like public baths and public toilets. Using the aqueducts andsewers were the effective measures to minimise the risk of disease and plague. They promotedthe public health's consciousness awaken.Rome was the center of economy, policy and culture of the whole empire. Rome is socrowed that it existed many problems. It is important to ensure that Rome develope safely andorderly. The construction of the public building is the sign of a developed city life. Thecondition of the public health was one of the criterion that it measured the civilized degree ofa nation or a region. From that we know the civilized level of Roman society. As the publicbulidings, the construction and the management of the aqueducts and the sewers promoted thedevelopment of Rome...
