On The Construction Of The System Of Public Administration Ethics

In the process of social transformation nowadays, the alienation of administrative power and the misconduct of administrative ethics is among the msot conspicuous problems in contemporary China's social and political life and therefore also become a significant problem that I needed to resovle for the construction of political civilization. On the theoretic level, most researches about the ethics of public administration are focused on the traditional theories such as the theory of standardization and the theory of moral. However, in our opinion, there is a question that is the presuppostion for a person's ethical choices and actions, that is , whether the institution itself is moral.Accordingly, the starting point for the construction of administrative ethics is the setting up of the institution, which not only concludes turning those basic morals into legal regulations, but also emphasizing the morality of administrative institutions, and making sure that the moral dimension and moral reasonality be taken into account in the design of institutions and the establishment of public policies. This is the weak link in China's current public administration.This essay begins with the discussion of institutional ethics and ethical institutions on conceptional and theoretic level, and then searches and combs theoretical sources for the institutionalization of administrative ethics. There is also a critical reflection of the institutionalization of administrative ethics and its reality in contemporay China. And then on this basis, we explore deeply the ways and countermeasures for the construction of the institution of administrative ethics, and also the meaning and value of it in a harmonious social system.
