Based on the Marxist views and the research achievement in the past and by virtue of the analysis method on the historical data, this thesis makes a deep analysis on the ethnic thoughts and the ethnic policies and their relations during more than 60 years in the early Han period and makes efforts to clarify the inevitability of the policy formation and the rationality in the ethnic thoughts in the early Han times, and then describes the historical role of the ethnic thoughts and policies played in the early Han dynasty.The thoughts in a period must have the traits of that time. Under the influence of the Pre-Qin period's ethnic thoughts, the power of the central authorities in the early Han times, the ethnic distributing conditions and the relations between the center and the minorities, the ethnic thoughts of the early Han days have its own characteristics such as the distinctions between the ethnic groups and the Han nationality, the discrimination to the ethnic groups and the contradictory contact with the ethnic groups equally. In short, their ideal target is to bring about the whole unification of the Han nationality and the ethnic groups, although they not only want to deal with the ethnic groups peacefully but to pledge allegiance to Xiongnu nationality and pacify the other ethnic groups.Practice is guided by theories. Under the guidance and influence of the ethnic thoughts in early Han Dynasty, the dominators made a series of national policies such as intermarrying with the Xiongnu, conferring titles of nobilities on the upper circles of the ethnic groups, accepting ethnic surrenders, taking active measures to defend the borders, appointing officials and strengthening management over the ethnic groups come over and pledged, improving the beacon-fire system and abandoning the management to the ethnic groups in the southern-west areas, etc. These policies werequite effective and created the peaceful environment for recovering and developing the social production. They not only exerted very important influence on the promotion of the communication among the different nationalities and the further development of the unified multi-ethnic country, but played great roles for the important status of the Han dynasty in Chinese history.
