The Measures Of Consruction Economy In Fu Zuoyi's Adminstration About Suiyuan (1931-1937 Year)

The district of Sui Yuan was an area suffering a lot of disasters in modern times. The natural and man-made calamities made this area in economic depression and the people' s livelihood in bad condition. In August ,1931, Fu Zuoyi took up his post as an chairman of Sui Yuan province, however , only one month and a little, the "9 · 18" Event broke out, which made the Sui yuan' s current political situation become more dangerous. In order to saving the current political situation, Fu Zuoyi spared no effort to take on the weighty responsibility of "saving the nation by producing" and "saving the poverty by producing". By executing a series of economical measures, he made Sui yuan' s economical progress be the focus of people' s attention. This thesis is mainly dependent on the Sui yuan government' s material and adopts some other related historical datas, making an comprehensively and systematically arrangement for his economical actions of ruling Sui Yuan from 1931 to 1937, and giving a brief comment on them.This thesis consists of seven chapters. The fist chapter summarizes the worse and worse economical background before Fu Zuoyi' s ruling the Sui Yuan. The second gives a brief account of his eliminating the peril caused by bandits and managing the economical environment, which laid a foundation for Sui yuan' s economical progress. From the third to seventh, it comprehensively introduces all the economical enterprise measures of developing the agriculture, forestry, animal husbandry, industry and commerce, traffic during the time of Fu Zuoyi' s ruling SuiYuan. At last; it summarizes the thesis and gives a brief comment.This thesis holds that under the condition that Japan wanted to invade the Sui Yuan province; Fu Zuoyi attempted to "saving the nation by producing" or "saving the poverty by producing" and actively carried out the Kuomintang's ruling slogan of "exploit northwest" ; suiting measures to local conditions and rousing himself for vigorous efforts to make the country progress. These actions not only had got significant achievements but also had shown some historical limitations. Studying the history of this period can provide some significance used for reference for the construction of west and accordant socialist.
