This thesis has carried on deep analysis and theory review on thecurrent mode of foreign language teaching-learning management by startingwith analyzing the quality-efficiency issue of college foreign languageteaching and learning in China in order to solve the problem of lowteaching-learning efficiency and poor application ability which has sofar been puzzling the foreign language teaching-learning field in China.The traditional teaching and learning mode in this paper is consideredunsuitable to the newly-developed situation in two aspects: the rigidityin education of human talents and passiveness in management approach, thusrestricting to some extent the full development of students' foreignlanguage application ability. The theoretical base of the mode of collegeEnglish teaching-learning management by objectives has been constructedby combining the theories of modern teaching and learning, foreignlanguages teaching and learning as well as teaching-learning managementby objectives. On the basis of theoretical reflection on foreign languageteaching-learning practice and the secondary school teaching-learningmanagement by objectives as adopted in its 9-year compulsory educationas well as a four-year experiment on the mode of college foreign languageteaching-learning management by objectives, the paper proposes to leadthe management by objectives and independent study into college foreignlanguage teaching-learning field, with the purpose of constructing themode of teaching-learning management by objectives in order to improveteaching-learning quality and efficiency. The researcher has explored out"an object-guided teaching-learning approach" and has proved itsscientificalness and validity in the way of combining theory withpractice.According to the theories of teaching-learning objective classification and management by objectives, the paper, considering the disciplinary features of college English, carries on a goal-centered research on the curriculum project and teaching purpose set by the syllabus. Its overall train of thinking is that the construction aims to establish a foreign languages teaching-learning management system with an objective teaching as leaning as its center to govern students' study behavior so as to construct an independent study format with their "self -study, self-management, and self-evaluation" as the key link, whose train of thinking is permeated with the following key schemes.To rearrange, in accordance with the requirements of outline's general target, the teaching materials into a detailed teaching objective system so as to guide and standardize teaching behavior.To pursue an approach to arrive at goal each through students' paces so as to arouse their enthusiasm and sense of responsibility for independent study.To teach students according to their grades, to diversify curriculum, and thus, to further release teacher's own specialized knowledge and skills.To construct, with objectives as the guide, a relevant 3-in - one system of objective operation, objective evaluation and objective feedback, so as to synthesize, through the above schemes, Eugenie teaching, Eugenie study and Eugenie management into the finally best organization in teaching and studying efficiency.The mode of college English teaching-learning management by objectives has three closely-related essences: the features of nationality, discrepancy and independency, that is foreign language teaching and learning has to proceed from reality of China, with focuson stimulating students' inner study motivation. highlighting independent study and further releasing teacher's own specialized knowledge and skills so as to Eugenie teaching quality and efficiency; students have to be taught in accordance with their aptitudes, which arouses students' study initiative and reduces the load on teachers, and more important, improves teaching quality; foreign languages teaching and learning lays stress on independent study, values students' self-responsible and self-control1ing ability and leads students into an independent study approach...
