During a very long period of time, Jiangsu education group played an important role in the new-type education.The education group was an organization with comparative intact rules, tight principle of organization and election and the ability raising the expenditure. In general, its leaders and personnels were elected democratically. They covered some people who owned the rank of the traditional honor but also received the new-type education, that was, the officers, esquires, traders and scholars. They had not only the common interests but also the struggle with local authority and other groups. At the same time, there were power struggles in it. These relationships between them influenced their function.The education groups participated in the local educational affairs, they promoted the development and popularization of the new-type education of the late Qing Dynasty. At the same time, education groups participated in the local constitutionalism and autonomy, and spread the democratic thoughts.
