Nongovernmental diplomacy, also Civil diplomacy or Folk diplomacy, refers to the foreign exchange activities between nongovernmental parties, groups, organizations or influential individuals. Starting from the nongovernmental diplomacy angle, this paper discusses the foreign activities done by Communist Party of China (CPC) during the anti-Japanese war, analyzes the reasons and far-reaching influences of the widely conducted nongovernmental diplomacy by CPC during the anti-Japanese war, summarizes the contemporary significances of nongovernmental diplomacy, and puts forward constructive suggestions for the orientation of nongovernmental diplomacy in the new century. The paper argues that research done on CPC's nongovernmental diplomacy during anti-Japanese war not only helps facilitate deeper studies on nongovernmental diplomacy theories of Chinese characteristics, but also provides important references for practices of nongovernmental diplomacy in modern China.
