The teaching of foreign languages is playing a more and more important role in the training of specialized talents in higher education and in the development of human resources. As the new century is approaching, the difference is getting bigger and bigger between the present forcing languages college English teaching and the requirement of the development of science and technology. Economic globalization becomes the tendency of the world development. With the entry of WTO, China starts its course of economic globalization. The teaching of foreign languages in universities will inevitably be more affected than the other courses and faced with a series of challenges, of which some are direct while others are indirect. As to the direct ones, firstly, the market of higher education are faced with the possibility of being partitioned, which brings challenge to the teaching of foreign languages. Secondly, with the entrance of western education and western culture, the ideological education at every level will stand a severe test, and the foreign language teaching will be not only the teaching of foreign languages but also the teaching of western culture. Thirdly, under the circumstances of economic globalization, changing and adjusting to the changing circumstances will be the basic pattern of interaction between the higher education in our country and its counterpart in the world. Consequently, the content of the foreign language teaching and its evaluation will change accordingly. With regard to the indirect ones, its effect is done to the teaching of foreign languages via economy, which requires the corresponding changes in the criterion of talents and in the goal of nurturing talents. Meanwhile, the economic globalization has also brought much opportunity for further development to the teaching of foreign languages. Undoubtedly, this requires a breakthrough in the teaching of foreign languages.Seen from the angle of the L2 research, the understanding of the function of the English language course has experienced three stages: to learn the structural knowledge of the language; to nurture the communicative language skills; to study a culture and to make the learner an independent and autonomous learner.Nowadays, with the economic and political globalization and the environmental changes on Earth, generally speaking, people realize that we have only one Earth and we live in the same global village. To be able to live peacefully, one not only must have communicative language skills, but also must understand and respect the culture that the language represents. To acquire a language, means not only to acquire the language ability, but also to learn a culture. Meanwhile, the effect of lifelong education makes language teachers realize that in language teaching, it is admittedly important to input language knowledge ; what is more important is to nurture language ability and to use all the teaching approaches and new teaching patterns to train students' creativity and creative thinking, and to help them learn how to learn and to think in English so that they eventually become independent and autonomous language learners. However, average students have rather low ability in language using, with poor listening and speaking.This article, from the angle of theory of curriculum, makes a comparison between the eastern and western outlook on its course value; analyzes the characteristics and the type of the courses for college language learning; explores the key elements and the component parts of the English language course; explores the teaching goal of college English teaching course, its curriculum, the teaching approaches, the learning methods, the appliance of Multi - media technology in English language teaching, and the test pattern and evaluation of the college English language course under the new teaching pattern.
