This thesis has three chapters.lnchapter one, I examinethe structural evolutionofthefinancial incomes during the period of Pingcheng regime. From A. D. 386 to A. 0. 398, the fir~ancial structure was semi梥table. Loot and hunting incomes were the main financial source. Traditional incomes, that isto say. animal husbandry accounted for some proportion. From A. 0. 398 to A. 0.439, it was a transitional period from the semi梥table to stable financial structure. The Northern Wei government started to manage the state梠wned industry in large quantities, and established a few financial bases. The apportionment of the super梞onopoly incomes from the state梠wned industry increased gradually. However, plunder (which included the huge burden imposed by the local military units) had the major proportion. Hunting incomes dwindled. From A. 0.439 to A. D. 494, the financial structure was developed to be more stable. Plunder incomes became less, but it did exist in some quantities. Hunting incomes almost disappeared. Incomes from the state梠wned industry became the overwhelming financial sources. The apportionment of agricultural incomes increased. Tax systemwas increasingly perfected. The national finance depended on a constant, stable source.The second chapter disserts the financial system of the Pingcheng government. The system frame, in which the centralized bureaucratization was the core, derived from the barbarian financial institution. In the central government, the king controlled the operation of the whole financial units directly through the internal government, the local finance was run through the military units which was commanded by local Tuoba magnates, who levied the taxes. The external government did not functioned what it deserved, only had its vain name.In the third chapter, after surveying the financial incomes and expenses, I analyse the financial balance. Then I summarized the financial condition.
