The automatic migration population is a special category divorced from the government′s plan and organization. During 1949 to 1979, millions of automatic migration population entered Xinjiang from the other provinces. They were included peasants, students, workers, village's cadres, discharged military personnel, beggars. There were also some mobile criminals. The reason of the automatic migration population entered to Xinjiang including economical factors, political factors, social factors, but the most important is to make a living. They were come from the east provinces: Gansu, Henan, Sichuan and Shandong. The automatic migration population entered Xinjiang during three stages: 1949 to 1958, to make a living; 1959 to 1961, avoided calamity; 1962 to 1979, fell back on relatives and friends.The local government arranged for most of them. The Xinjiang production and construction corps accepted 215 thousands people. The automatic migration population made a far reaching influence to the economy and the society of Xinjiang. But they were double-edged sword to Xinjiang, there was some undesirable impact included population pressure , the pressure of the ecology and the social issues.Now there is little research on this area in the academic circles. There is only some collect data about the automatic migration population entering Xinjiang in the research monograph. So the author wanted make an entire discuss on the automatic migration population arriving at Xinjiang. On the base of the collect source and data, the author made an objective and fair evaluation on the automatic migration population. In general, the advantages outweigh the disadvantages of the automatic migration population entered to Xinjiang. From the historical evidence, the undesirable impact from the migration population could be alleviated by the active management. The route to resolve this problem is to reinforce government administration and guidance, prevent from anarchism and some other negative factors. At last, the author trying to probe a route on controlling the automatic migration population, so that some reference can supply to the government to make their policy decisions.
