At present,with the rapid development of urbanization and aging,residents’ demand for basic medical and health services is gradually increasing.Primary-level medical and health institutions,as the basic carrier of hierarchical diagnosis and treatment,provide basic medical treatment,health management and other services for residents within their jurisdiction.Grassroots medical and health institutions are the bottom of the construction of hierarchical diagnosis and treatment system and public health system.Improving the grassroots medical and health service capacity is an important basis for building a high-quality and efficient integrated medical and health service system,which helps to solve the problem of "structural difficulty in seeing a doctor".However,the improvement and development of the service capacity of grassroots medical and health institutions is faced with some bottlenecks,which are difficult management problems to be solved by traditional theories of public health.As a kind of quasi-public product,basic health service belongs to the category of social governance.From the perspective of social governance,this paper studies the service ability improvement of primary medical and health institutions.Centering on the increasingly prominent difficulty in seeing A doctor and the policy background of hierarchical diagnosis and treatment,this paper takes the capacity improvement path of primary medical and health institutions as the entry point,takes District A of Guangzhou as an example,and applies the social governance theory.To sort out the current situation of the improvement of primary medical and health services co-governed by multiple subjects such as the government,the market,the grassroots and residents,summarize the existing problems and propose corresponding countermeasures,improve the capacity of primary health services and the satisfaction of the masses,form a scientific and reasonable order of medical treatment,and promote the implementation of hierarchical diagnosis and treatment system. |
