Theoretical Research On Evaluation System For Disaster Medical Assistance Response Ability In Urban Community

Purpose and significance:Establishing a set of evaluation system for urban community disaster medical rescue response ability, which applys to know the present situation of disaster prevention and mitigation in the urban community actually.According to application of the Evaluation Systerm, the government and the urban community Management Authorities can know the level and effectiveness of disaster prevention and mitigation, at the same time, it can monitor he operation of disaster relief mechanismsobjectively. It casn help community managers and practitioners summarize the experience of community medical rescue mechanism, making it realistic, efficient and effective. providing a theoretical basis for programs and models in the construction and improvement of the Community safety services. Decreasing the casualties and property loss in highest degree.Methods:1. Make the evaluation system representative, the research use detailed sampling plan, such as Stratified random sampling and systematic sampling. Both of Qualitative and quantitative approach are used in the research.2. Constructing the initial evaluation indictors. we build the evaluation index set according to contents in the paper of <2005～2015 Hyogo Framework for Action>, < Master State Plan for Rapid Response to Public Emergencies >(2006) and < the views of strengthening Emergency Management in all State>(2006). Combined with the recent status and actual situation of the world. Using methods of theoretical analysis and literature review.3. Filtering the index. Using Delphi method, make 3 rounds. In the first two round, experts find internal connection of indexs, rejecting secondary index, choicing important indictors from a lot of evaluation indictors .distinguishing the indictors.4. Determining the indictor weights by using the method of Delphi method and Analytie Hierarhcy Poreess. In the 3 round, experta made their judgment between two indictors of all the systerm. Using the value and calculating the weights which can show the importance in their mother's indictor.5. Constructing a rational, scientific, operational evaluation index system by using Statistical Methods and mathematical logic method which can make the results scientific and rational.Results:On the basis of Delphi expert advisory two round consultation, we construct 6 first class indexes, including 6 fields: Administrative regulations, Rescuing organizations, The emergency rescue teams'ability, Rescue process, Rescue management and Rescue Guarantee. 37 second class indexes, such as, Administrative regulations(4), Rescuing organizations(6), The emergency rescue teams'ability(5), Rescue process(6), Rescue management (8)and Rescue Guarantee(8).In this research, The active coefficient of three rounds Delphi is 87.50%, 100%and 100% respectively. the authoritative coefficient of the first two rounds is 0.691and 0.717. According to the Retrospective study, the result has a higher authoritative. the harmonious coefficient of the two rounds Delphi is 0.519 (P>0.05)and 0.672(P<0.05). from the value, we can see that, in the first round, the experts have different views (P>0.05), then, after communication and the information'Feedback among experts, it has the Consensus in the second round. The third round, experts give their judgments among the same Objective indicators, using method of The Analytie Hierarhcy Poreess, we establish some Judgement Matrixs, and calculate the weight of the indicators. the values can told us that in which side the community should Strengthen their power.Conclusion:1. Establish assessment indicator system for urban community health service and calculate the weight. In the two rounds Delphi consultation, Panel of experts shown great initiative,have great authority and concordant on research subjects This index system can reflex the status about urban community disaster medical rescue response ability well.2. the research combinated both of the methods qualitative and quantitative to construct the evaluation indexes systerm. Defined the concept and the Content Structure.of the valuation indexes systerm. Abstracting 43 indexes, including 6 first class indexes, 37 second class indexes. Using the method of The Analytie Hierarhcy Poreess to determining the indictor weights. The systerm provides basis of Theoretical and methodological research for Management and construction of the urban community disaster medical rescue.The coming research problemThis research belongs to the research of Comprehensive theory, not Empirical Study, so the evaluation indexes systerm needs being modified and improved in thefuture after the Practical application. It can make the evaluation indexes systerm much more Completely with combinated of theory and practice.
