The Research On Problems And Countermeasures Of China's Primary Care Service

With the development of society, and the advance standard of living, people's requirement of health are rising. In terms of the shortness of medical resources, how to meet people's increasing demands for medical treatment, and to let people enjoy equitable health services, at the same time reduce there medical burden become a new issue for the reform of social medical security system. In China, a perfect community health care system have not developed yet, it is still at a fledgling stage, and only 15% disease can be treat through the community medical care institutions, however, this ratio is probably 85% in other country. The aim that "Serious illness into the hospital, minor illness into the community" have not been fully achieved, the community health system is still lack of credibility, which not only affect the exertion of its functioning, but also hinder the reform of social medical insurance system.Base on the situation above, this paper will firstly give the research on the status of China's primary medical care through public goods and general medicine theories, point out its problems, such as the disjointment with the basic medical insurance, the vacancies of general practitioners who work on the primary health care institutions; the funding difficulties and the low trust of residents and so on, besides, analyses the reasons of these problems. Then the paper introduces the experiences of the United States, Germanyand the United Kingdom from the aspect of medical service provision of primary medical care. Almost all these countries choose the primary medical care, general practitioners or family doctors as the gate-keeper. They also have strict two-way referral system to reach the goal of reducing medical expenditures. At the same time, combined with China's actual conditions, it offers some advice for the construction of primary medical care system in our country. Based on this point of view, the paper is to discuss the two-way referral system, human resource management in the primary medical care and the health care supervision. The paper put forward the countermeasures and suggestions for the existed problems in community, and hope to explore a contribution road of the primary medical care system that are more suitable for our country's condition.The new health reform are starting, for its success, the building of primary medical care system still need the support of the financial and the whole society. Hope this paper could give some help to the building of China's primary medical care system.
