At present, with the reforming of the health care system, the size of a hospital has expanded and the employment of medical professionals and technicians are increasing dramatically, therefore, the reform of evaluation and employment system is extremely urgent. Evaluation and employment of professionals are the routine jobs of human resources department. The justice of this job is directly related to employee's interests of financial and career development. It also can affect the employees'enthusiasm and creativity and then retard the development of the hospital. In recent years, there have been some problems in evaluation and engagement of professional titles, no matter in attitude, methodology, policy or process, the enthusiasm of some professionals and technicians is greatly decreased and caused negative influences somehow. Therefore, to develop a new scientific and quantitative evaluation system is crucial for the hospital human resources department. The evaluation and employment of medical and technical personnel should focus on employee's ability, achievement, contribution and technical level so as to reflect the development of a hospital or the whole health care system.By employing case study and questionnaire methods, referring the publications from local and abroad on the topic of medical professional ranking and hiring systems, we concluded that the separation of medical professionals'ranking and hiring is very important. We also explained the details of this policy system. Based on the real case studies in the First(or The NO.1) Hospital of Qinhuangdao City, we provided our suggestions in dissolving the real problems and future policy reforming on this issue. It shows the great possibility and creativity on the evaluation and employment reforms and has dramatic influences on building a modern hospital and reforming the current human resources system in health care field.
