Background:After the publication of two documents (Suggestions on How to Deepen the Reform of Medical System, The Implementation Blueprints of the Medical System Reform During 2009-2011 ), the new medical system reform of China was initiated. The reform of public hospitals is not only the pivot of the new medical system reform, but also one of the hardest parts in the reform. In Feb.2010, five ministries of China, including the Ministry of Health, constituted"Suggestions on the Public Hospital Reform Trials". 16 cities of China were chosen as the settings of the trial outlined above, in which the medical system reform was totally encouraged and implemented. Promoting the enthusiasm of the public hospital workers is really essential for the public hospital reform, because they are the mainstream impetus of this reform. Thus, figuring out whether the public hospital workers want to be involved in the reform, as well as analyzing the factors which influence the public hospital workers'desire of reform, so as to remove the stakes in front, is of most importance.Objective:The paper aims to explore the desire of reform and its influencing factors among public hospital workers of Anhui Province, and further compare differences of public hospital workers'desire of reform through various aspects. On base of the results, we try to promote the enthusiasm of the public hospital workers and put forward some strategies of decision making for public hospital reform.Methods:Through literature review and creative design, we formed the questionnaire of public hospital workers'desire of reform. With the help of specialists (FGDs and consultations), we revised the questionnaire. We investigated 1165 public hospital workers of 4 hospitals which participated in the reform and four counterparts. Epidata3.0 and spss13.0 were utilized in the data management.Results:Surveys on 1140 medical staff indicated that above 80% knew some of the relevant reform policies, but the understanding rate of specific content was lower;82.8% thought that the public hospital reform was needed, and 77.2% were in favor of public hospital reform in their institutions, only 3.2% disagreed that; The willingness of participation in public hospital reform related to the influence of the reform on individual interests.Conclusions and suggestions:Enlarging the propaganda strength of public hospital reform related policy content, taking the appropriate incentives to the groups who have different reform willingness is important to promote public hospital reform and make it be implemented smoothly. In addition, managers must pay attention to the benefit and cost comparison of the medical staff in the reform. Improving the income of medical staff, broadening their career development space and optimizing the working environment and so on will be important measures to mobilize medical staff to participate in the reform enthusiastically.
