In April,2009, the new health care reform program was formally announced. Medical staff incentives in public hospital faced new environment and requirements. The main purpose of this paper is to analyze the shortcomings and problems in medical staff incentives of public hospitals, so as to explore and improve medical staff incentives which comply with the spirit of the new medical system reform. This paper, under the macro background of the new medical system reform and its influences, analyzes how the new medical reform plan requires and guides incentives of medical staff, remuneration, growth and evaluation. Second, based on incentive theories and the practical example of X-hospital, this paper conducts an analysis of X-hospital incentives present situation and its effects from the perspectives of incentive method, remuneration incentives, growth incentives and evaluation incentives. Moreover, based on the new medical reform program and X-Hospital, It is pointed out that public hospital medical staff incentive mechanism suffers shortcomings in the selection of incentive method and incentive factors, in the implementation of performance related pay, and in evaluation standards. Finally, combined with the new medical reform program and incentive theories, this paper proposes concrete design ideas and suggestions to improve the medical staff incentives in public hospitals.
