On The Supply Of Guangzhou Community Health Service

Community Health Service (CHS) is to meet the community's major health issues, to meet people's basic health service needs for its purpose. Including prcvcntioncare, medical, rehabilitation, health education and technical guidance of family planning together. As a new health reform, after 10 years of practice, it has shown great vitality and bright prospects. However, at present, the Community Health Services'supply situation of Guangzhou has many differences from the ideal form and contents. There is no rigorous theoretical model system.. Deep contradictions in system have restricted the further development of CHS.This thesis bases its theory on realities.lt is directed at a new study of Guangzhou Community Health Service. Based on the Health Economics and Public Economics, this thesis applies questionnaire survey, interview method and case analysis to make an empirical study on Guangzhou Community Health Service. Through carrying on the community residents and medical workers on the foudations of the questionnaire survey and interviews, it analyzes the existing problems of Guangzhou Community Health Service supply. That is, as community health services with the public and quasi-public goods characteristics, it will inevitably lead to market failure and government failure in operation, cause the lack of supply with some external control mechanism and driving force of development.Insufficicnt phenomena of effective supply generally exist: The CHS is short of money, compensation mechanism is unstable; non-medical services supply inadequate; the quality of personnel and community health services needs configuration; Community Network building is not perfect,etc. So how to determine the role of government, market and community have become the key issues to improve the supply of Guangzhou CHS. This study showed, first of Chinese national conditions, the government must determine the supply of community health services in the leading role. Second, using the market mechanisms to improve community health service supply. Finally, to expand community autonomy and improve their own supply mechanism as to enhance the level of health protection of Guangzhou's community residents and realize three wins of the government, market and community.
