In recent 20 years, the health system reform model in China has followed the way of marketization. The previous reform has really solved the problems of deficiency of medical treatment, but it also contributed to the phenomenon of luxury hospital. The decreased fairness of medical services access and the inefficiency of macro heath investment have contrary to the'basic principles and laws that medical services is public products, which result in the problems that expensive medical bills and difficult accesses to quality medical services for residents.it seems more serious. Nowadays, the new health system reform has performed, and the rural health system reform also has implemented simultaneously. A series of macro health reform policies which the worldwide people concerned are performed by government.For pursuing high-grade living,it is a life goal for Chinese residents to maintain buccal health and best function with the arrival of the 21st century.A substantial discrepancy is found between oral disease presence and demand for dental service in residents of china. The oral medical and health services system in China is a complex system, there are a lot of problems needed to study by scientific methods. Based on above problems, it is significant to study buccal healthcare service supply chain by system dynamics. methods.First, the paper analyzes real development in depth and brings up the archetype of limit-to-growth of oral healthcare service supply chain in System of Stomatology Hospital of Nanchang University.The first-hand survey data and information of oral health care system reform are obtained by both investigating and interviewing with experts in the Stomatology hospital of Nanchang University. And we have obtained its core variable by variable selection of regression, which include in the number of departments in the stomatology hospital, medical staff, medical equipment, the number of benefits for outpatient, income of benefits for outpatien and so on. Moreover, we have conducted analysis on their influence. Then, this paper analyzes in depth real development and brings up archetype of limit-to-growth of seven growth positive feedback loops and four confine positive feedback loop. It quantificationally revealed advantages and disadvantages of system development. Secondly, in terms of the freeback basilemma, we put forward the management strategies.By connote of seven growth positive feedback loops and four confine positive feedback loop, the paper brings up three management strategies of emission reduction:Introducing into the subsystem which has the common interests, targets and the responsiblities and realizing them.Accordingly, it could reach the entire target that is to eliminate the upper limit combined by the positive feedback to come to the conformity in effect. On basis of above principles,we come to three management strageties for eliminating the confinement of positive feedback loop.(1)To increase construction of the branches for outpatients and work hard to the oral healthcare service closely to the residents.(2) Fractionize the varieties of patients and make the division of the common and special care outpatients.(3) The local government should pay closer attention to the Oral Health Care and increase the inputs for it step by step.Thirdly, the effect of implementation to the management strageties could be stimulatedly analyzed.The based on vertex Weighted Causal Diagrams vertex value and planning data, we built seven in-tree simulation models and variable equations, simulated the system behavior variation caused by the impletation of two management strategies. The result of simulation quantitatively proved scientific and .necessary of management policies. It gave the basis for the planning of the twelfth of five years of the Stomatology hospital of Nanchang University.Fourthly, integrading with practice of stomatological hospital, it analyzed the neccessaries of the coming strageties for carrying out them.In actual practice, after the implementation, it is beneficial for mobilizing the initiative of the medical staff and relieving the stresses for the residents of expensive medical bills and difficult access to quality medical service. Meanwhile,it also help for the effeciency of the rescourses of hosipitals and offering the correct guidcence to the residents from the needs of oral health to the requirments of it, even to the Dental Care Utilization.
