In recent years, our government has put forward many guidance for deepening reform of medical care system and the public hospitals.Our three level of first-class hospital is the highest degree of the hospital except special hospital. At present three level of first-class hospital is almost the public hospital. It is important that the role in the public hospitals. According to the practice of the reform of foreign and the Hong Kong area public hospital, a case study of affiliated hospital of jiujiang college, I think that the key problem is management system reform and three level of first-class hospital is to realize the corporate government structure of a modern hospital. Formulating an organization which is composed of the shareholders,directors, supervisors and president of the hospital and according to the principle of mutual independence, well-defined power, coordination and interdependence which exist in authority, the decision-making organ, actuators and watchdog agency, we can establish the board of shareholders, directors, supervisors and such internal management institution. Meanwhile we should carry out the reforms about the governance structure of governance and operation mechanism to adapt to the market economy in Chinese and foreign advanced management system and to better satisfy the demands of the great masses and catch up with the foreign advanced technology.
