[Objective] The aim of the study is to investigate the status quo of the resources allocation of maternal and child care service institutions in Shenyang and to evaluate the integrality and the regional difference of the system, in an attempt to expose the problems existing in the resources allocation and utilization and to provide solid evidence for composition and implementation of the regional planning, as well as optimized allocation of maternal and child care service resources in Shenyang.[Methods] The questionnaire previously designed were employed in the study, including questionnaire from maternal and child care service centers and from the township health centers. Spss11.0 statistics software was used for data analysis.[Result] 1. At the end of 2007, there were13 maternal and child health care service centers and 814 maternal and child health professionals in Shenyang.2. All the independent maternal and child care service centers in Shenyang shared an average occupational building area of 1062.64 square meters; fixed assets value of 50400 RMB, governmental financial invest of 635000 RMB, and occupational income of 1730000 RMB. The number of the average fixed assets, occupational building area, and professional's occupational income in 2007 was increased by 45%, 0%, 57% for maternal and child care service institutions in suburban area, while the number was increased by 77%, 17%, 76% respectively for institutions in urban area, compared with the index in 2002. 3. At the end of 2007, the number of maternal and child care service providers was 310, which was only 38% of the total number of maternal and child health professionals. The percentage of maternal and child health professionals with high–level post and rank was 4% and over 15% of the providers had recieved college education. 4. According to synthetic evaluation, it was indicated that the allocation of maternal and child care service resources was better in the urban area, compared to that in the surrounding and suburban area.[Conclusion] 1. The maternal and child care system has been primarily established in Shenyang, but is unperfected. 2. Institutions of maternal and child care service in Shenyang has been developing quickly, but some problems still exist, such as poor basic equipments, insufficient personnel and capability, unoptimized structure, unbalanced development and deficient financial investment. 3. The government at each level should adopt positive measures to improve the maternal child care service system. The institutions of maternal and child care service should keep developing in the right way and adhere to the maternal and child care service policy. 5. The resources allocation of maternal and child care service should be based on the policy of"Human-centered, efficiency-oriented, and suit our measures to local conditions", and key measures are to be taken to promote professionals introduction and cultivation, to increase governmental financial investment and surveillance, and to make supportive policies for maternal and child care service institutions according to the local conditions, in an attempt to boost the balanced and healthy development of maternal and child health care service in Shenyang.
