With the development of city construction and the increasing numbers of off-farm workers streaming to the city, the canteen condition of construction sites and food sanitation are becoming the concerned questions in the resent years. The simple and crude canteen condition, immigrant population gathering, low education level, short of self-insight of health condition, and lower health management objectively made the supervision having more difficulties and high risks. To strengthen the health supervision for canteen of construction sites, eliminate the hidden dangers of canteen, prevent the happening of intoxication and other food borne diseases, and these are the major component of food security project.The present study adopt two questionnaires instituted by Ministry of Public Health, which are Quantitative rating scale for health permit inspect in catering service and Quantitative rating scale for regular health supervision in catering service, to investigate 149 canteens of construction site through face- face mode in Changchun city. We investigated the canteen condition of construction sites, health supervision situation, and related major health issues in Changchun city, and tried to explore the methods which can figure out the food hygiene security related problems of construction sites'canteen. The project will provide the scientific evidence for the establishment of effective supervision system. To specify food service sanitation of construction sites'canteen will be the realistic protection for off-farm worker's rights, and it may improve the health supervision level, and make assanation more perfect.Results Analysis,The off-farm workers are major element in 59.46% of city construction sites at 2008 year. It contains big, medium, and small sizes of canteens and its number is 149. Only 63 (42.28%) canteens got the license; 138 canteens having special managers; the number of the canteens which have flawless health management rules is 44; 70.47% canteens have less than enough health management rules; 89.26% canteens use tap water. 89.97% canteens are qualified the site selection; 30.97% canteens can strictly follow the flowchart of raw materials, semi-product, product; only 14 canteens are qualified the health requirement for the environment; 38 canteens are relatively independent; 64.43% canteens of construction sites mainly depends farm market as their materials sources, but the freshness of materials is not ideal, greens and meat are the major element in their supply, short of poultry and seafood, and cooking method is mainly on stewing. 122 canteens workers are having a good health custom, but they don't realize the necessity of sterilization and getting rid of pests. There are 43 health supervisors working as full or part time charging for the Changchun construction sites canteens. The annual checking rate of canteen of construction sites which takes health permit is 7.81% In the year of 2008, there are 102 times fined for no health permit, including 62 times need to be revised, eight times have to stopping the business, warning 30 times, and two times need to fine. The total amount is 5,800.Discussion,Our city has not been taken enough attentions on management of food hygiene different kinds of construction sites. The rules and regulations of different food hygiene are not fully been settled down. Even though the environment of a lots of cooking rooms of canteens have been improved, and they can separate the greens processing, cutting, cooking, salad, etc. There are still having problems within food court. Only one third of canteens workers have clear and dry subdues and required medical checking.Because of the shortage of fund from construction sites, some of their canteens can not change their poor and rude canteens. Most of canteens use the tap water, they do not having strict management on water reservoir, this should have some risks. The structure of canteens meet the health requirement, but also without the health information and expertise's guidelines it contains lots of problems, for example they do not having the equipment to get rid of pests and washing sterilization need to be changed. From the result, we can find out the low health checking rate of canteens workers. The leaders of construction sites just require their outside image, not caring about their body condition. Some of workers are having the poor health consciousness, such as not wearing subdue or hat, wearing dirty subdue, rings, long finger nails, painting nails to work or go to the washing room, etc. These behaviors will cause the outbreak of enteric infection and food poisoning, risk the health of constructors.The canteens shall make the effective food shopping regulations, and make good record and proof of food shopping; regularly clean the cars and containers for food shopping, and arrange the position of checking food materials for those who are familiar with the food quality and having certain food health information.The sterilization of table dinner set is the major measure to prevent the disease spreading. There are lots of people having meal together, even though most of them are healthy, but still having the chance to cause the disease spreading. To clean or sterilize the dinner sets can prevent the disease spreading. The sterilization of table sets is a major issue of health supervision.Above all, we need to strengthen the food health supervision of construction sites canteen. To strengthen government role is the key, departments cooperation is major measure, and making construction sites realize the importance is the effective method. Only different levels of government pay attention on this issue, it will make different departments to work smoothly. The health supervision institute must cooperate with construction department and medical group to serve the whole society.The institute could set up the responsible supervisor regulation, and make the supervisor to realize the responsible. The frequency and power of health management of Institute of Health Inspection should be improved. Besides, the institute can hold the conferences to let construction both sides to attend, and let them take the responsibility for food and water security.The construction sides should accord to construction security management regulations, make the supervision effectively, and also according to the construction safe checking rules, etc to include the management of canteens as their ordinary check system. The medical group should take the responsible for canteens environment, and manage to get rid of pests, inform workers to know the health information. They also can give the advices when they find the problems, and report the condition to health administration and construction administration.
